Understanding LOLER Regulations
What is LOLER?
The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) places duties on people and companies who own, operate or have control over lifting equipment. This includes all equipment used at work for lifting or lowering loads, including attachments used for anchoring, fixing or supporting it.
LOLER requires that all lifting equipment must be fit for purpose, appropriate for the task, suitably marked and, in many cases, subject to statutory periodic 'thorough examination'. Records must be kept of all thorough examinations and any defects found must be reported to both the person responsible for the equipment and the relevant enforcing authority.
Inspection Frequencies
- • Lifting equipment for people: Every 6 months
- • All other lifting equipment: Every 12 months
- • Or according to examination scheme

Frequently Asked Questions
What equipment is covered by LOLER?
LOLER covers all equipment used for lifting or lowering loads at work, including: cranes, fork-lift trucks, hoists, MEWPs, vehicle inspection lifts, lifting accessories (chains, slings, eyebolts), and even ropes used for work positioning. If it lifts at work, LOLER applies.
How often do thorough examinations need to be carried out?
Equipment used for lifting people must be thoroughly examined every 6 months. All other lifting equipment requires examination every 12 months, or according to an examination scheme drawn up by a competent person. Additionally, examinations are required after installation, substantial modification, or if the equipment hasn't been used for an extended period.
Who can carry out LOLER thorough examinations?
Thorough examinations must be carried out by a competent person who has appropriate practical and theoretical knowledge and experience of the lifting equipment. This is usually someone independent from the maintenance team, such as an insurance company engineer or specialist inspection body.
What's the difference between inspection and thorough examination?
Pre-use checks and routine inspections are carried out by operators or supervisors to identify obvious defects. Thorough examinations are systematic and detailed examinations by a competent person, including testing where appropriate, to detect defects that could lead to danger. Both are essential for LOLER compliance.
What records must be kept for LOLER compliance?
You must keep reports of thorough examinations for at least 2 years, or until the next examination (whichever is longer). Records should include: identification of equipment, date of last examination, date when next examination is due, any defects identified, and confirmation that the equipment is safe to operate (or not). Our platform maintains all these records automatically with instant access for audits.
